I could take forever copying down the instructions on the little card that came with my latest pair, but instead I went online and found a web page with all the instructions, sew your elastic on the outside and your ribbons on the inside...... congrats on getting on pointe!!!!

To find out where to sew them, fold the heel forward. Where the crease ends is about where they should go. I usually sew them without any angle, just straight up and down, but some people angel them towards their ankle slightly. Pin the ribbons to your shoe first and tie them to see if it works. Elastic is usually sewn at the heel, making a loop at the ankle. I sew each side about an inch to either side of the back seam so the elastic doesn't irritate my Achilles tendon. I angle it away from the heel. Make sure to pin it on and try it out before you start sewing!

You have to sew them in. You need to put the shoe on, then sew the elastic where it is going to be comfortable for you, it should be on a slight angle. Sew the ribbons to the back of the shoe.

You take the ribbon/elastic, put on your pointe shoes, tuck the ribbon/elastic where is comfortable, take your shoes off but don't move the ribbon and then sew it on.

stitch your elastics on by ability of putting your shoes on and staining (with a pin or something) the place your ankles are. stitch the elastic on dealing with the block with a working stitch around the band on the proper or by in easy terms the liner on the interior. stitch the ribbons by ability of tilting them any incorrect way and stitching around the factors of the ribbon for stability. have exciting en pointe!

Have you spoken with your teacher yet? Your teacher should be giving you instructions on this and you shouldn't be sewing until s/he has checked the shoes and told you how to sew them.
