I'm ashamed to say but probably the UK. We are turning into a little America. (sorry America).
With each generation we are becoming lazier and always looking for the easier options. So fast food & 'ping um' meals are on the increase.
The thing to think about is, it isn't the calories we consume, it's how we burn them off.

We forget the food is a fuel for the body, not a luxery. We only need the calories to help our body complete the task at hand. For example, why would you fill your car up with petrol if your only going to walk to the shop anyway. It's not needed.

If you believe the media, it's probably the UK. My vote would go to Germany, but the Poles eat lots of potatoes. And then there's Italy and pasta. We're talking per capita of course.

UK consumes the most biscuits and sweets so I'd have to say it's lkely to be us then.

The UK has the biggest problem with obesity in children, and the adult are just bad, so I say it's the UK
