Are we talking "girls" here or women? First off, a really good complement says something both about the receiver and giver.
Tell a woman she has nice kazangas and unless she's new to the planet, it'll be as well received as a sand enema.
Tell her that her eyes are the kind that a guy could gaze into for ages, and that'll probably fare better.
The BEST kind of complement is the one that the woman WANTS to hear. AHA! you say, what's that?
For that one, you have to at least converse with her for a bit. Find out 'where she's at' and if she'd like a comment on her looks, intelligence, style (clothing, personal or both), talent (does she sing, type fast, analyze things faster than a computer, surf or something?).
Safe are in the range of 'nice smile' but a really good comment is more than a quick couple of words.
AND...what's *your* motivation?
I've complemented women on stockings, hair style, funny pins, clothes and the resemblance to celebrities with all kinds of smiles and thanks in response. These were just in passing complements, no strings attached.
I've also mentioned their 'doe brown eyes' or a voice that can be listened to just for the pleasure of hearing it, another comment that went into a long conversation was that the woman's top was revealing enough to make a man look, but hid enough to make him wonder. (I said this with a smile, not leer, made eye contact the entire time and made efforts not to stare. She had hazel eyes and I mentioned that too)
If you're trying to pick them up, then, most importantly, ya gotta be sincere. Most lines are rather lame, and really, *THEY KNOW* a come on when they see them. No guy is really *that* sly.
Actually, the best complements are all sincere.

Any complement that results in a real smile and adds to the woman's self worth is the kind they want to hear.

...hmmm, I suppose that is the short answer.
If you're a reasonably decent person, the mere fact that you notice, *and* take the time to comment on the woman's virtue, is a compliment.

Depends on the girl, if she is the dumb but pretty kind, she wants to be complimented on her intelligence.
If she is ugly but kind hearted, tell her she is the most beautiful person you've ever seen.
Get the picture now?
Girls get complimented so often that it will be better for you to compliment on the not-so-obvious as it spells sincerity and that you really get to know them as a person first.

I like to hear nice things such as pretty eyes nice laugh and your smart pretty girl that kind of things compliments and respect that is what girls like to hear about =)

in my opinion any compliment is a good compliment but dont go over the top ya know? i know that i like being complimented on my hair and clothes so go for it

they want compliments that are sincere. if you like her shirt, tell her you like it, if she has pretty eyes go there...she'll know if your full of b.s. or not...just be honest.
