Yes, in both senses. Since other answerers have responded to the metaphor part of it, I'll answer the literal part of your question.

Since blood is a fluid, most people think of it simply as that. However, in terms of its physiology, technically, blood is a tissue. So, therefore, yes, it is thicker than water -- I think a drop of blood sinks to the bottom of a vial of water.
