Yes, as long as you keep in mind two things:
1.Not everybody understands the things in the same way, so what has worked for you may not work for other people. Sometimes it may be a little bit frustrating when other people don't seem to understand something it may look extremely easy to you.
2.Don't leave your own school load on the side for tutoring others, that should always come first.

Unless you or your parents have reason not to, yes.
You only have to be one or two steps ahead of another to teach them something. Also, being a 'kid' who isn't frightened of the subject, or held back by some part of the learning process, your GREATEST contribution to the kids you tutor may be your ability to be AT EASE with the learning environment. Once that barrier ("I can never get this", "I'm so stupid", "this is too hard, I'm giving up") is lowered, the fun of progress begins. 'One step at a time' is a hard one for the student to trust and master, but can be the teacher's easiest one to present. Keep your cool, and get out there and share your gifts. You give 'em and keep 'em, what a great deal! What a good person you are. I feel good just thinking of what you'll be doing. Pat yourself on the back.

Yes. If the 13 year old has knowledge of something, and can help the younger children learn, I don't see why not.

Absolutely! Anytime a child can tutor and help others it's great! It sets a great example for other kids, counts as community service AND YOUR child also benefits. Remember, a certain level of knowledge and understanding of subjects are required to be able to teach it or to tutor or help. Your child will be able to review concepts and further his own learning by tutoring. Great idea!

I don't see why not. You probably are closer to the subject than an adult would be and the curriculum is different now than when I was your age. I've been out of school so long that I can't do math without a calculator and most adults are the same if they've been out of school for a while.

Yes, I think it is good experience for the 13 yr.old and the youger ones would relate to her easier.
