Legal to own and run, like a lawnmower is.
Means it meets EPA requirements for emissions.

Not legal to use on the street, like your riding lawnmower isn't.

Pocket bikes are totally illegal the latest rule of the british government banned the production and buying of pocket bikes as they cause accidents.

they are legal to own, but illegal to drive on a public street. Therefore you need to ride it only on private property.
