I replace wiper switch and neet to compress the spring to replace the ring clip to hold the components.

they make a tool for this that makes it real easy to do,other wise its going to be really hard to do,,go to advance auto ,and get one there only around 15 bucks and well worth it,,other wise you will have a hard time doing it,,good luck,,i own a repair shop,and do this a lot,,i hope this help,s.

The tool is called a "Steering Wheel Lock Plate Remover." It looks like a tuning fork with a bolt thru the top.

I have one. I don't remember how much it cost (I've had it for about 7 years). You should be able to get it at a national chain autoparts store, Pep Boys, Checker, Kragen, Schucks, Autozone... I bought it for my 81 Buick LeSabre. The steering shaft mounting screws were coming loose.

A spring compressor. It looks like a forged letter "y" and is available from most auto parts or discount tool stores. It will come with instructions but if you can turn a bolt, you will have no problem using these.

Second picture shows the tool. You may be able to rent one from an auto parts store.
