This substance appears to be 'shooting' out from the floor under the shower. It is a dry powder, and is easily wiped away, only to reappear another day. I have considered just sealing the opening with caulk, but I want to know what this is before I seal it in.

there is a small leak high pressure and it's compressing the mold and spraying it out from under the shower stall.

Sounds like mold to me. You may want to clean it with bleach. And if it grows back, you may need to bring up the stall because its growing under it. Not healthy at all.
