Assuming you fixed yourself anywhere other than the geographical north or south pole (in which case the Earth would just spin below you....yes.) A couple of problems. The air near the earth moves with the earth due to surface friction with the moving earth. The winds aloft also move with the earth but are also affected by the Earths rotation. In short you would have to move your hot air balloon relative to the air around it to remain stationary. At the equator you would have to move at about 0.5 km/second ( about 1,000 miles/hr) to remain stationary as the earth spun below you. Good luck in a balloon.

From your frame of reference it may seem that way, while the Earth may also appear to be spinning under you. In either case, maybe and maybe not. If you were fixed directly above one of the poles, you would not travel around the Earth but see it spinning like looking down at a spinning top. Or your frame of reference may give you the sensation of spinning and you would get dizzy and then your puke would be fixed in space with you, so take some Dramamine on your expedition.

A "stationary position in space" relative to what?
It would have to be an extra-terrestrial body. For example, if you were on the moon, you would see the earth make a complete rotation in (approx) 24 hours.

unless you were at a pole, and using the Earth as a reference, the answer is yes. But a more accurate way to state it is that the Earth would revolve under you in 24 hours.
