I have working knowledge of dreamweaver, fireworks and Photoshop and limited theoretical knowledge of networking. I really want to pass the ciw foundations exam.
Do I need to attend a college or online training course or should I find material that covers this exam and study on my own pace?...What is it more effective, less expensive and less time-consuming? Could anyone suggest specific reading material?

I completed this exam a few months ago - from your message it sounds like you have quite a lot of the foundational knowledge - but its worth checking out the topic list on www.ciwcertified.com. They also offer self-study kits http://www.ciwcertified.com/certifications/sscourseware.asp?comm=CND&llm=3
This would be cheaper than registering with a training provider and you can probably get support from other students on web developer forums like www.developerfusion.com, but you won't get tutor support.
I don't know of individual books but ciwcertified is definitely the place to go for more info.
