We can be more tentative, more cautious, when we are going through troubles. When you have troubles you do not want any more so you can become more cautious than you normally are.
I do not know the rest of the context - but this could be one meaning.
Or - it could mean this person is cautious, maybe too cautious as a way of living and it has caused troubles because of the cautiousness. Putting things off, worrying....
