Yes, it does, but not because of the physical process of molecular expansion in heat--the difference of a few degrees isn't going to do that.

Heat is a vasodilator, and amazingly enough, cold temperatures cause vasoconstriction. Heat opens up the vessels supplying the penis opening blood flow and helping to cause an erection, cold does the opposite.

So yes, it's true, but not for the reason you think it's true.
