Following a General Election, the leader of the party with the greatest number of MPs is invited to form a government. In order to avoid consulting every MP from his or her own party, the new Prime Minister assembles a Cabinet of Ministers to provide the strategic direction for the new government.
Each Cabinet Minister will have a department responsibility and meets with the Prime Minister on a regular basis and at weekly Cabinet Meetings. The Prime Minister is a member of the Cabinet. Cabinet Responsibility means that they act as one voice, with no outward dissent. Strictly speaking, the PM is "primus inter pares", which means "first among equals". Dissent from Cabinet agreed policies would normally lead to resignation...or sacking!
