In Polls and Surveys? OK. I believe HAARP is exactly what they claim it is, a method of disrupting the atmospheric electromagnetic field to facilitate or disrupt communications. I also believe Nick Begich's premise that it can be used as a plasma(edited) weapon.
I don't believe HAARP has been used to affect weather. Russians and Chinese appear to be more advanced at weather modification than the US.

No, actually I have no idea what the HAARP project is,but even so only God can control the weather.

Bush sent Katrina to NOLA, and the Chinese seeded rain clouds this summer, so it is possible.
