If you want class then the best hotel is the Adelphi.
I have included a few links that compare some of the hotels here.

I don't agree with footynutguy, as I think the Adelphi is run down. But it is bang in the middle of the city centre. Most new hotels are down on the waterfront.
I'd say the Best Western Alicia by Sefton Park, but that's not central Liverpool, but it's nice and quiet and only a short bus ride from the city centre.

Crowne Plaza = OK
Radisson SAS = dirty. Last time I was there the room smelt of vomit & I found an old pair of Y-fronts in the slide away touser press. I moved. I stay in Liverpool evert 2 months & have never been back to the Rad, despite having a loyalty card.
Cheap = Holiday Inn Express or Premier Travelodge in Albert Dock

If you want cheap & basic plus ideal location the Travelodge. Marriott is a nice newish hotel & also in a good location. Don't stay at the Adelphi. used to be posh. now shabby & run down a shadow of it's former self. Trials is a nice old fashioned hotel & also in a good location.
