Don't.
A parachute is a precisely designed and engineered safety device. Anything you would or could make is likely to be unsafe because there is a lot of science and engineering that goes into making a parachute.

Get 12 square feet of silk, and enough rope to make 8 pieces 16 feet long. Tie one end of the ropes to the edges of the silk, and the other ends in a big knot. Then, just find a really, really, really, really, really, really, really, stuipd army man to jump out of a plane holding the knot.
