My quad is getting to much air from the air fitler itr bougs down but when i put my havd over the fitler is works and if i put the cover bach onit doesnt work ??

It's not a problem with too much air, it's a problem of not enough fuel.
Check the following:
Breather vent to fuel tank. (tank vapor lock?)
Restriction in fuel line?
Plugged jet in carburator?
Miss adjusted air\fuel needle in carb.
Dirty fuel filter?
Vacuum leak?

It would run fine without a filter if you carb. was adjusted right. Turn the air-gas mixture screw all the way in until it seats, than out 1.5 turns and try it.
