Both, my love, both.
Because both are preludes, invitations to the dance which must follow, my love.
Pressed to choose, I can easily answer -- a candle lit dinner at home.
No restaurant, conceivably not even my very own, can ever approach the intimacy and the setting of our candlelit dinners at home.
Setting the mood with flowers, candles, the scents of the fine delights I prepare for us, the anticipation, the music, perhaps the sound of rain through the patio doors, the intimacy, the privacy, free and far from unwanted intrusions and distractions, no background noises, no others' conversations, just the sounds of the cork slowly releasing from the bottleneck, the soft gurgle as I decant the fine wine, with all the time to let it breathe, maybe you'll help as I prepare, maybe you'll spin me around the kitchen, waltz me into the dining room, tango me to the fireplace, and together we'll strike the match and carelessly toss it onto the wood, and dance our way back to the table, or to the patio, breathe in the rain, the sweet lovers' rain that plays lovely rainsong only for us, maybe I'll tease you with a strawberry, with a slight coating of the best Belgian chocolate, deep, dark brown, like your eyes, my love, you share your strawberry with me, my heart swells, I am with my love and we are in one of our perfect moments, perfectly touching, delighting each other, sating our love, ready not for a meal, but to become the meal. And then we sit together, and raise the glass to our lips, and are filled with delight. No, my love, there's not any place in the world I'd rather be than lost in you, and so dinner at home will always be my answer, for it is you that feeds my soul, and no restaurant or chef or waiter will ever be able to express to you, for us, what I feel.

My overall preference would be the candle lit dinner at home. There are several reasons for this. Some of which are:
More private. You can start getting physical before the meal ends if you want.
More quiet. You do not have to yell or compete with other tables, servers etc.
You have more control over the ambiance, the music etc.
If I was having a candle lit dinner with her, she would be someone I really have strong feeling for. And should things go to that level that night. The bedroom is quite near. No waiting or hotel.
As for which is more romantic. You did not specify any particular restaurant or type of restaurant. So of the generality, I would have to say the restaurant is more romantic as a principal. A restaurant up in the Alps or on the Yangtze river has potential to be way more romantic. So, when it comes to the restaurant ability to be more romantic, location would be the key.

I suppose it all depends on "extrinsic factors." Do you have a discreet driver for the ride home, are you a gourmet cook, is the view from your house the best in town or is your villa charmingly secluded? And a hundred other details...
The most magical candlelit dinner I ever had was at "Les Trois Forte" in Marseilles... gorgeous view of the harbor and city... and I bribed the maitre d' to let my fiance' and I take a leisurely dessert on the terrace alone after the restaurant was effectively closed. It was living fantasy.

Variety is the spice of life. There is a time and place for both. Restaurants can lead to long lingering walks on the beach. But a candlelit dinner is so much closer to the bedroom. Ahhh romance.

I like a candlelit dinner at home because that way rich or poor you can still have a great time. Also because i feel more comfitable at home. If the parents were home then i would go to the restaurent, if they arn't home then it is just so more remantic if your at home. It nice and quiet, or you could have your song on (the song that u to have together), or you could just have a nice romantic song on. At a restaurant you have to listen to what THEY have on!

Dinner at home is more romantic for sure. But the food is better in a fancy restaurant.

I would prefer a candlelit dinner at home because food is made from your love one. You can play music that you like, drink what you like and enjoy without alot of people around.

candlelit dinner with soft music, made from scratch, and thoroughly enjoyed.
Fancy restaurant is at the point where you don't want to make it to the home just yet (or are bored and wanna go out, romantically),

neither, i don't like fancy resturants. i like resturants with good food (they seldom go hand in hand) and eating at home is dull, same old same old with candles (yawn) i like picnics at the beach or park, anywhere beautiful and secluded. fun dinners, like a cooking class or a chefs table in the kitchen. to me enjoying the other persons company and having fun IS romantic. there's nothing sexier than someone laughing and having a good time.
