If the rear window brake-light works, the electrical circuit is working OK between brake-pedal and rear-end.

If the indicators are working, then the earth connection to the rear light clusters sound to be OK.

Almost certainly, the answer is the bulbs.

You may not know this, but brake light bulbs have two filaments....one for the side-light and the other for the brake-light.

I think you will find that the thicker of the two filaments has blown in each of the bulbs.

Replace them now, or you may indeed get a ticket!!

It's not the brake light switch like others have said. If the third brake light works like you said, your brake light switch is fine. you could have the bulbs installed incorrectly, the wrong bulbs installed or bad bulb socket holders.
Do you turn signals, taillights and Hazards work normally. not blinking to fast?
check your brake light bulbs again and check the sockets that hold them in place.
It is a common problem to have the bulb sockets to have bad contacts.
Remember. it is NOT your brake light switch if your 3rd brake light is functioning.

Check your brake light switch, short across it and if the lights brighten up, replace it.

I suspect the brake light switch is bad & recheck your fuses, I
think the problem is more the fuses than anything
