I'd say the US wins for both.

In less than a generation, the U.S. has gone from being the greatest creditor nation to the biggest debtor nation. I'm not sure who holds the title for greatest creditor nation today, but my guess would be China since they hold most of our debt (in government bonds). The interest alone on these bonds is crippling.
