To be honest it takes practice. There are tips that you can find in magazines and such that will help you find what colors suit you. There are pretty much 5 steps to applying make up. And the website shows them very nicely.
It's important to remember that while experimenting it's important to try all types of different things. I would recommend going to a Mary Kay consultant. They can teach you this stuff, and you should be able to search for one nearest you on-line. -Did I mention it's free! They will actually sit with you and tell you how to apply your make up, and it's good for the latest trends too!
If you are under 18, you will need to have a parent with you, so I'd recommend asking mom or grandma (whomever) to go with you so you guys can have a 'girls' day. It's a lot of fun!

Cover girl.com is the best site for make-up instruction. They also recommend products that are specific to your needs. I use this site all of the time.

go to seventeen.com when you see the page,go to a rectangle box,at the top of the page"beauty" they will get step by step hair styles,how to put eye liner,and there magizines are totally filled with ifo,about the make up tips!
