I would use power outage

Power Outage and Blackout are used. Power Outage is used when there is a natural cause or when a transformer blows, in other words when it happens unexpectedly. Blackouts are usually controlled power outages. It is controlled so that there will be no major outages due to the load on the transformers. When demand exceeds supply.

power outage = this is the common term used when a disruption in electric service occurs
power surge = this term refers to a "surge" in power demand...this phenomena happens during the summer (hottest days) and in the winter (colder days) due to air conditioning, heater consumption
blackout = power outage over a wide, extended area
voltage spike = precedes the power surge condition.

You can write Voltage Fluctuation (as in usage The lights went out due to voltage fluctuation) or u culd use Power outage.

powercut, loadshedding, blackout will do. but generally blackout is used when the powercuts are for a large area.... loadsheddinbg, when the required electricity is toomuch for the source to cope up with, so they cut off power to reduce the load, or, shed the load.
