No I believe it needs to be around 60 psi. Check your fuel pressure regulator and kinked fuel lines. You will probably need to replace the fuel pump and it is located in the tank

This bulletin is being issued to revise the Engine Cranks But Does Not Run diagnostic table in the Engine Controls - 4.3L and Engine Controls - 5.0L, 5.7L sub-sections of the Service Manual. Please replace the current information in the Service Manual with the following information.

The following information has been updated within SI2000. If you are using a paper version of this Service Manual, please make a reference to this bulletin on the affected page.

The fuel pressure specification listed in the Values column for Step 7 currently shows 379-413 kPa (55-60 psi). The specification should read 414-455 kPa (60-66 psi).
