I am wanting to put down the new laminate floating floor in my kitchen. Does it have to be laid down striaght or can it be laid in at angles?.

No. It needs to be installed using the factory edges. If you cut an end it will not be able to snap into the next piece. All of your cuts need to be at the end of a run where it meets the wall. If the panels are not snapped together they will form gaps as the humidity and temperature changes in your home. Laminate floors tend to move around a bit with the changing seasons. You could install it at an angle to the room but you would need to lay the whole floor at the same angle. So, I do not see how you could possibly use a parquet pattern. However there are many styles of laminate flooring available now. Look around you may find something that suits your taste.

You can buy laminate wood flooring now that looks like parquet. If you wand to lay straight pieces as a parquet design your going to have to make sure your cuts are very straight. I wouldn't tackle it but good luck to you if you are.

I can be laid down at an angle but it's going to be a bit tricky at the start.

lowrider is right, BUT you can do a herring bone pattern, if you really want a pattern go with the herring bone it 'll just increase your waste, add 10%-15% of material and you should be fine. Good luck.
