every time i try to make a house thats not on the floor,meaning its on top of a deck thing and i can't seem to get the stairs to connect to it so the sims can walk up it but there too tall.
they work when i use it for 2nd floors but they won't work for connecting them from the floor to the house.

For the small connecting stairs, there's a 'pad' at the top and 'pad' at the bottom that need to be unobstructed when first installed. I had the same problem cos they don't just fit anywhere. Now, I've gotten used to how to use them I can't even remember what I was doing wrong.

But you have to have freespace at the top where the landing at the top connects.. no door or wall blocking the way. If you do have doors or walls there, remove them first, then connect the stairs. You may find that you need to extend the foundation outside the house in order to use them. You'll figure it out. I had the same problem and now have gotten used to figuring out that top step and the bottom step.
