I dunno. I guess before you answer that question you have to consider whether you would ever really want to/have the urge to cry under water.
People are genereally under water for a reltively short time unless they are divers - but they usually have masks on that means their eyes arent actually in contact with the water.
Another thought is that when you cry, your breathing is affected - breathing is a more important function than crying so your body would probably 'put off' the crying until your body/breathing was stable enough to be able to do it.
But those are just thoughts - i'm no biologist! :-)

no the pressure of the water on your eyes is greater than 'normal crying'.
unless you force your tears out which makes the pressure generated by the tear glands greater than water pressure.
