I suspect that when you enter such sites that their is sometime of qualification where you state that you are 18 or older. If you aren't that age and some authority comes down on the site, they use that as a form of contract in which you lied to absolve themselves of any problem. In such a case it would be up to your local jurisdiction (State or county) as to whether to proceed against you. If they did, the result may not be serious but would certainly be embarrassing.
