Bush was probably reminded of Ronald Reagan's polemics against the "evil empire" — which included similarly satanic aspersions on Soviet leaders as "monsters who have no regard for human life." Reagan's rhetoric undoubtedly would have been harsher if the USSR had invaded countries under false pretexts and subsequently set up a network of secret prisons/torture chambers in violation of the Geneva Conventions.

He was thinking "this guys late to the party" Chavev was only regurgitating what the democrats have been saying for years. Freedom of speech in this country allows us to call the Pres "the devil" but should we.?.....thats another question.
