I do not know who started this fad but I have asked a few boys in the neighborhood if they were "trolling for queers" walking around showing off their boxers.
And before I get flamed, relax, the expression was only intended for a stab at their testerone inflated self-egos and to get them thinking that maybe, just maybe, they might inadvertantly attact the attention of people they would prefer not to meet.
And to keep the record straight, no pun intended, it would be the pedophile, not the "queer" or gay man who would be interested in oogling and chasing after teenage boys walking around with their boxered-butts sticking out of their jeans that are half-way to the floor.
Consider that. Word.

Who ever and however it started, it is tacky and says alot about you as a person. If my daughter walked in the house with a guy wearing such, he would have to leave or put on a belt when he is with my daughter. I try to teach my kids that you first impression means alot.
