Actually, the data those files contain are still on your hard drive.
When you have a file on your PC, it has a code attached to it that protects it from being over written by any other file, etc.
When you delete a file and it "goes to your Recycle Bin" nothing actually happens other than it is in another "protected state" and it can be restored if desired.
When you "empty" the Recycle Bin the code on the file is changed so that the file may be over written by other data when you create new files, or install new software.
Deleting a file or emptying the Recycle Bin does not destroy the data in that file. Reformatting of the hard drive does not destroy that data either. The only way to destroy the data on the hard drive is with special software like Killdisk that will completely rewrite the data on the hard drive and you will lose everything on that HD. Another really good program called Evidence Eliminator will selectively rewrite only those areas on your hard drive where the data has been identified as "deleted" and it will rewrite any empty spaces on your hard drive.

the OS just delete the name in the FAT (file allocatio table) of the hard disk.
Therefore it is able to write on the same sctors of the HD where the file was located.

I read somewhere that it goes to some drive (must be C), otherwise how can UN-DELETE soft wares retrieve it? It is common sense. I used shift+deletee to delet files then installed such software, I got it back. This means they never go into thin air.

Its gone. unless you put a RESTORE point. you can get it back. If you recently deleted it, you can get it back with a software that retrieve's accidently deleted file. Sorry I cant help you to which software that is, but you can ask the IT technician.
