Should the modem-router (Netgear DG834GT) not be set to DHCP, but instead the machine that is running the ftp server ?

The IP of the FTP machine behind the router doesn't matter. All you have to do is forward ports 20 and 21 to the FTP machine. Then when you FTP using the public IP address of the router, it will be forwarded to the FTP machine.

In the router, there should be a place to select services or rules, or in some case it's called NAT. Netgear has ftp port 21 built in already, just select it and forward it to the IP of the computer running the ftp server. If there is more than one computer on your LAN, then I would recommend you make the IP of the ftp box static since you don't want to have to change your router everytime the IP changes.
