When wearing jeans and pants, don't wear ones with big back pockets, it draws attention to your small derriere. Wear flowy skirts. Wear v-necks etc. to try to draw attention to other areas.

Low rise jeans/pants are a must--must have back pockets. Wear clothing that accentuates your waist from all angles. Wear longer tops/shirts. Wear thick belts at your hips--don't use belt loops. Wear skirts-- can't really tell how big or small it is with a skirt. Don't wear anything baggy. As a last resort, you can buy an undergarment with a built-in butt and/or hips. I've seen them in Colombian lingerie stores. You can also find undergarments that pick up from the hips & thighs & release at the behind. This gives the illusion of a much bigger bottom, while minimizing the size of everything else.

Either see or consult a fashion expert. Someone of this nature could help you pick out clothes that best flatter your figure.

I think that's a good problem to have.
A short skirt is always a good option. Perhaps the new "bubble skirts" will help in this area as it will take attention off the rear.
