It's a 2 D verses 3 D thing. I happens with all posters like that provided the subject is looking straight at the camera.

its part of human nature - when you look at someone you expect them to look back.
If the eyes are sort of looking in your direction, which will always be the case on a flat poster, then because the picture is flat, the eye contact will be longer than for a 3D face when you move past it, thus, the pictures gaze follows the viewer around the room.

It's weird but it's because your eyes follow the poster although it seems the reverse is happening.

An optical illusion caused by the angle the picture was taken at. The eyes are looking over the camera lens

Its because the model was looking at the camera as picture was taken, same as tv news readers, their eyes follow you around the room because they are looking at camera as they read auto-cue.

It is because the subject is looking straight into the lens. You can do it yourself with your own camera if you take a picture of somebody.
It's an old trick.
