to format a hard drive on one computer as a secondary,
then use it ia another as a primary?

yes...just switch the jumper.
on the back of the hard drive there is that little plastic thing called a jumper, just move it to primary instead of slave. you don't have to repartition, unless there isn't an operating system on it, if there isn't an operating system you have to reformat, set-up a partition called drive C or what ever letter you want to give it, depending on how many drives you are running, and install an operating system on it such as windows.

Yes, but you will wish to back up all of your data and files first.
You then can re-format the drive in the new computer. Windows is always looking to run off of "c" drive and will always try to add programs to that drive.

You will have to add all of the correct drivers for the second computer anyway with Windows.

Yeah you'll need to reformat it again and change the partitions.
