We see in many of the function where celebrities are participating the design of the dress worn by the females are very costly and they only wear it in half covered. Is it due to climatic conditon of the surrounding where they are.

Who decides what is "supposed to be covered"? Have you ever been to Bali? or the south of France? or Irian Jaya?
Step outside yourself for a moment and realize that other folks have thoughts different than yours, yet all these different thoughts are equally "valid." Isn't humanity amazing!!! ;-)

It is the constant struggle for attention. You may see the same effect
at your local mall, school, or shopping store. There are people who NEED to be noticed, and the only way anyone would even look at them is if they showed parts of their bodies that you shouldn't see everyday.

they are doing it to be noticed by the media and papparazi, they hope to get their picture in the paper, this is why so many of them seem to be showing their vaginas getting out of cars lately.
