No element as such will conduct electricity. It is its ability to share electrons which cannot be done when an element is by itself. It needs to be in the right state.
Pretty much any element will have the opportunity to conduct at some stage or another depending on what sort of compound it is in at the time.
There are exceptions such as fluorine and neon and few others

Graphite, due to one delocalised electron in the lattice.
Just saying carbon is not correct, for there are many other forms of carbon, such as diamond or buckeyball, which does not conduct electricity because its electron configuratin is fixed, unlike graphite, with 3 electrons fixed and one is free to move around, hence able to conduct electricity.

Conducting polymers are non-metals that conduct electricity through electron "hopping". Take for example, Polyaniline doped with HCl. I have to agree that pure water does not conduct electricity. Strictly speaking, pure water does not contain any salt. Salts are required for electricity to be conducted in water.

Graphite which is form by layers of carbon.due to delocalised or free electrons given out by the layers of hexagonal rings of carbon.so since electrons carry charges they can conduct electricity.water can't conduct electricity because it is a covalent compound without any mobile ions or free electrons so water molecules can't carry electric charges.

The rug or carpet (static electricity). Water does too. We have big turbines in the river here to generate power to sell to other areas.
