I think you are asking if your question is in English. Hopefully, you are not an English speaker, or you are someone trying to be funny.
Your question is not too bad. Correct 'till' to 'tell', and take out the second 'is', then you would have "could someone tell me, is my question in Englsh."
Maybe "correct" English would have been better.
