It was reported in the media here (South Africa) yesterday that a cellphone exploded while someone was talking on it, causing serious burns to the face and upper body. Apparently the battery exploded. It's believed the same thing could happen to laptop batteries. Does this apply to all rechargeable batteries? What precautions should one take to avoid something like this happening?

Yes it is possible with all rechargeable batteries. What happens it the battery gets shorted out and since the battery's ml rating on cadmium and nickel; metal hydride batteries is about a thousand times that of a alkaline battery, it causes what is know as a lode Watt density or rather it lights up the metal red hot. In doing so the heat excites the batteries chemicals and causes then to explode.. Although it is possible and sometimes happens it's not something that is common place. To avoid it happening, always use the charger designed for the battery or a very min. use a charger that has a floating charge (it knows when to shut it's self off automatically) Inspect the devise to insure that there are no short or debris in the battery contact areas etc... Also inspect the battery often to make sure there is no damage and what not.. Lastly, u should also use caution when storing rechargeable batteries for risk of fire and what not... Hope this helps:)

Be more concerned about your car battery.
