Since you have only downloaded the client, then yes you need to get a key. Both Guild Wars Prophecies and Factions (first expansion) can be bought on-line, if you want a legal bargain, take a look at eBay, there are usually ones on there for sale and at much less than the retail price (obviously with any transaction make sure what you are buying is what you want and that the account will be transferred), Anet don't like the reselling of accounts or items so any problems and you won't be able to complain to them I think.
I believe that on the GW website it also links you to a store that will sell a key on-line (and possibly in the client itself, at work at moment so cant check when the store based in the client is available tho believe it is on the loggin screen).
But I feel it is a small price to pay to get an on-line game with no server/monthly costs associated with it.

There should be a card inside your box with a scratch off account number (unless that only comes with the Special Edition copy) this should then give you access to the game to set up your password details and play the game continually for free.
It will tell you on the game box what contents you should have got and if you are missing anything then you should take it back to the shop you bought it from and complain.

Yes, you have to buy the game and then gameplay is free. Alternatively if you know someone who has the game and doesn't mind sharing the username and password with you then you can play again, although chances of that are pretty remote unless it's family or best buddy. Don't know what else to suggest really. Maybe try an alternative/similar game that's free to play?
