A rat is a shy creature... whenever your hands are touching him... hes scared he really fears the worst of his minor body its natural. Animals do that until they get used to the touching

He's probably scared, timid rats do that. You have to becareful though, if his stress level goes way up it could cause quite a few health problems including some nasty respitory infections.
Rats do produce something called porphyrin, it's in their tears and it's red so no it's not blood. If you see a lot of it though on your rat, around his eyes or nose, and you see porphyrin splatters on the bedding, walls, etc. then you need to take him to the vet right away as it could be something very serious.
I highly recommend that you get a book called Rats: Practical, Accurate Advice from the Expert by Debbie Ducommun.

Sometimes when I touched my rat, he would shudder too--I think it's just the sudden feeling of something on his back that might cause that. It never bothered him when I petted him where he could see me, but if I touched his back, he'd shudder and turn to look at me.
I want to say the porphyrin is a liquid, but I'm not 100% sure. When it's coming out of their nose, it's runny, but I don't know if that's because it's a liquid or if it's just mixed with their snot. Sorry.

Your rat is either frightened or hungry or ill. Take him to a vet.
