Oriental culture seeks the pale look as desperately as Western culture seeks the tanned look. I think traditionally being tanned was associated with hard labour outoors while being pale was associated with higher social classes where the women didn't have to work. In UK it's the opposite - being tanned means you had money to go somewhere sunny on holiday, being pale means you didn't!
While I don't know anything about bleaching creams, there is certainly a multitude of creams and potions that claim to block the formation of melanin or to speed up its breakdown and keep you pale. If you go to the Hong Kong websites of the major cosmetics houses (Estee Lauder, Elizabeth Arden etc), they will all have ranges of whitening creams. Hong Kong because they are more likely to have English versions of website. A very popular Japanese brand is SK-II - which are now over in the UK. They have whitening lotions and face masks. http://www.sk2.co.uk/ look under Brightening. Also try Shiseido's White Lucency range http://www.shiseido.co.uk/ - also available in UK. If you have friends from that part of the world, they may be able to bring cheaper ranges for you (Olay/Neutrogena etc).
Please note that the sort of products I have described above will not do anything for you if you are brown skinned anyway - ie your body is genetically programmed to make your skin that shade.

i have fairly bad skin too, only because i pick and prod if you're really really keen on getting it good. take out every mirror in your house or cover it up with newspaper, for about 3 weeks or so. i did this, and after 3 weks, i was used to not being able to squeze them that it became a habit not to, ya dig? an easy and cheap exfoilaitor: asprin, doesnt have to be pricey, just the 2 dollar ones. get about 6 tablets of asprin, crush them up, put them in a bowl, and put about 2 table spoons of boiled water in it and mix it up to a paste. put all over your face and leaveto dry, GENTLY rub the dust off, and cleanse. dries up your pimples and gives you soft skin. if you have a persisting pimple; do the same, but just on the pimple, not on your whole face, and keep doing it every ten minutes, it should take the sting out an the redness. and yes, wearing makeup would be making your skin worse in my opinion. i use: nivea oxygen power cleanser and moisturiser, the moisturizer isn't too thick and heavy and it wont clog your pores.

Oh, come on, please! I spend all the summer trying to get a tan!
Don't do it, I would think that you are probably pretty enough as you are. Make the most of what you have rather than trying to change it!
If the colour of your skin is off-putting to you, what message are you giving to racists????
