First off, the child has to completely understand the concept of addition because multiplication is, in essence, *ADDING the number as many times as is stated by the multiplication fact (Ex. 2 x 2 = 4, add the # 2 two times).
My 8 yr old daughter started her multiplication facts at school this year. What I did at home was make her a multiplication chart/table. On the left side, going down, I had numbers 1 to 12. Going across the top (from left to right) for the columns were numbers 1 to 12. I then filled in the numbers in the rows/columns accordingly.
Once the main idea of multiplication (*see above) is understood, knowing multiplication facts mainly becomes a product of memorization, so... practice by saying multiplication facts over and over and over again.

Use a visual and hands-on concept. Use markers of some sort and teach multiplication using the array method. It works like this: a 2*5 array wll have two markers down, and five arcoss on a grid like this:
* * * * *
* * * * *
now count the array by two's 2, 4, 6, 8, 10. 2*5=10
Work the entire table this way.
I also suggest you use a number grid to count. On one grid, count by twos and circle all the numers you count in red. Next, count by threes and circle those numbers in yellow. Count by fives and circle those in green. The child will be able to see how 2*3=6 and 2*5=10 because of where the counts match up.
Teach the multiplication table as a reference tool. All it is a numerical array.

if ur child has a photographic memory then make a big chart of the multiplication table and put it on his wall (where he can see it, obviously!). this is how i learn phone numbers cuz if not i never remember them!
