Because it won't 'dry' in the bottle.
For it to 'dry', the moisture from the glue has to evaporate into the air, and that won't happen while it's in the bottle.
Same reason you can set a sealed bottle of water and a glass of water on the counter and leave them... soon enough the glass will be empty and the bottle will still be full.

if you left the top off the bottle it would stick to the inside ..,when air gets to the glue it makes it go off..,as long as the top is on it will not set

its still wet. elmers glue works by drying. If you left the top off the top layer of glue would try, and then seal it off again.

At first because it's fresh and sealed, but then it dries out a bit and gets pretty sticky, that's been my experience, and logical sense.
I think the person's question on the radio was dumb to begin with.
