Create a user account for his sole use and have him as a limited user so that he cannot change anything.

Search through the microsoft website for more information (I did this quick for you!).

just a thought, why don't you disable the whole system, i understand the need for allowing others within the family to use the computer, but your son autistic or not has to be made aware of the rules.
and what you say goes. if he access the control panel, then change the user administration password,do not allow guests.
i have some experience within the education system of my country in teaching autistic adolescents, so i am aware of the need to be consistent with the rules of behaviour, dependant how far your son is along the spectrum of autism he will be obsessive in his approach to undoing your security, restricting access is a way of reinforcing your control, pull the plug on the computer, lock the door to the computer, he messes with it it stays off limits to him. be strong it is worth your effort, regards FL

I am not sure about this but hope it might point you in a direction, read up first though. My suggestion is to set up different users with passwords - for your son set up a user/password that does not have admin rights you are then in XP able to restrict what the non admin user can not only access but also see - if he can not see control panel he can not access it. Be mindful, as I am sure you are, that changes like this may be unsettling for him. He has a routine sees things in a certain way - things have to compute - if they don't you get a reaction, that you have to deal with - good luck and respect for looking for a soloution that keeps him on the net unlike so many others that wouldn't.

Either unplug the network cable/router to his computer or use the setting in the router to totally disable internet access when you cannot supervise him when he use computer.
If you just unplug the cable and remove the cable, you need to know for sure he can't find a replacement cable to plug it back it. So whatever hardware you remove or unplug, you have to make sure they can't find a backup cable or keyword or mouse, etc to get it to work. Remember they are smarter than you think.
There are internet access everywhere. Today kids are smart enough to google search and find way to disable all kind of software program. So don't trust any software solution to disable internet access. Need to always supervise them when they use internet.

Have you tried a locked cabinet?
My sister will remove the keyboard and take it with her if the kids are on restriction.
My brother takes the power cord.
I use a locked cabinet, or take it with me to work but then I only use laptops because I don't like all the junk of towers, cables etc taking up 4 feet of counter or desk space.
