Then on friday nights in our town; the police ignore the teens going up and down the strip in their cars. They will be squeeling tires and showing off; and I can't understand why.

Quotas - they are required to get a certain number of tickets(or a certain amount of money from tickets), because if they don't then the city/state will drop the department's funding somewhat and if an individual cop doesn't meet his/her quota s/he won't get paid. The reason for this is that a fair chunk of a local government's revenue comes from people who are too lazy to slow down and just pay their tickets without raising a fuss. When the teens are out making asses of themselves, a cop has to decide first off if they're just showing off and not really hurting anybody, and they also have to consider the risk of giving chase - most teens won't pull over right away, and with the particularly gutsy ones it could turn into a high-speed chase and somebody could get hurt. It sucks, but it ain't worth people getting hurt just to stop teens from showing off and having a little fun. Granted, some of them are actually driving dangerously, and if they are putting themselves and others at risk then an officer has to decide if giving chase is worth the inherit risk. That, and there may indeed be lazy cops in your area - it happens from time to time. ;p

The term is: REVENUE ENHANCEMENT. Most state and local governments are strapped for money. It is a very efficient use of the police officers time. He/She can write several citations in a very short period of time, putting needed revenue into the municipal budget. Remember, if they (your city) wasn't getting the money this way, they would have to "tax" something else what was even less popular.

A police officer doesn't just come to work and do what ever it is he/she wants to do. The area they patrol, and the type of "crime" they specifically target is determined by: (1) your city "fathers", and (2) complaints from citizens, such as yourself. The teenagers cruising you mentioned is not presently considered a priority problem, but if they were doing it in the daytime it might be different. The local merchants would complain that it was affecting their business, you would see a greater police presence there.

To a certain extend, you may be right because there are a few
black sheeps in the police force. However, the majority of them
are loyal, dedicated and civic-conscious and they carry out
their duty without fear or favour.
You must understand that in any sectors of public service, like
military, navy, police or air force, there are some who bring
shame or 'bad name' to their organisation.

They are out to get their brownie points that's why they do that.
They can sit and eat their donuts and wait on you to break the law then they will pull you over. They know the chances of you pulling straight over for them is higher then it is for most teens who are breaking the laws.

maybe on friday nights they are out fighting real crime since most of the bad stuff will happen on the weekends and during the week they are bored, so they will work on giving out those famous driving rewards.
