Had this problem. Put mothballs in and around the garden. Also, cayenne pepper. Pepper will have to be reapplied after rains. If they are getting in flower pots or planters place fist sized rocks n top if the dirt in the boxes or pots. Also, use the moth balls and cayenne. Worked for me.

Try sprinkling black pepper or dried blood on and around the plants. You will need to reapply after it rains. If it works, you should be able to stop using it after a few weeks. Try a healthy sprinkling of pepper first, because you probably already have it. Dried blood can be bought at most garden supply stores; it does have a somewhat unpleasant odor when wet.

You can try the both of those things and fail, you may try speaking to someone from like a local feed/seed that deals with animal husbandry, they can tell you to try putting a larger predators urine I.E. coyote or lage bird or prey in the area to scare them off, My mom had problems with squirrles doing the same thing and both some coyote urine and it worked so well they moved out of the area altogether

put a alligator in the flower bed ,it also works on dogs ,cats and nosey neighbours.
