It's called Eye Black. It reduces the glare caused by bright lights (the sun, or stadium lights). It is available comercially today in most sporting-good stores, but before they made it comercially, it was very common to take a cork from a wine bottle and burn one end of it. Then you would wipe the "charcoal" under your eyes.

It is eye black. It absorbs the sunlight before hitting your eyes. It does indeed work. They also have a "tape" version of it now so it doesn't wear off during the game. It is a greasy make-up type stuff.

It is like a sunblock, it is dark so that it attracts light rays. It keeps the sun or the glare of the stadium lights out of their eyes.
