Yes it does. Each session will make the hair grow back finer. You need up to six sessions for it to completly be gone.

I had it done afew years ago coz i get some light facial hair, it's not very noticeable though, i was using hair removal creams (which hurt alot, they like burnt my face but didn't leave scars thank god) so i tried going to a clinic to get laser treatment, it worked for like 6 weeks, then it came back, it never removed the hair permanently, i was not impressed as i had paid quite alot of money to get it done and i got 3 treatments.
Now i just either pluck or shave it, til i can afford the cosmetic surgery to get it removed for good.

If the treatment is specifically designed to remove hair, then the answer to your question is yes.

NO! It doesn't work at all! I had it done THREE TIMES and it never worked for more than 6 weeks.

not first time, you have to have a few sessions for perfect results.
