If I have a quad band GSM phone that works around the world, will people in the US be able to dial my regular cell phone number and it will ring and I can answer it if I am in an area with GSM coverage?(say Europe). Also, if I want to call the US from abroad, do I just dial the 10 digit number or what? I am on Cingular

Do the people in the US need to dial just my 7 digit number, or my 10, or 1+ my 10 digit number.

Think of it this way, when someone call your Cingular phone number, Cingular need to find you in order to route the call to you.

So if you are in Europe, how can Cingular know you are in Europe and route the call to where you are especailly Cingular probably doesn't own the wireless network in Europe.

Which means in order for Cingular to find you, when your cell phone connect to the Wireless network in Europe, the owner of that wirelss network need to connect back to cingular server and tell them you are in Europe. In order to do that, the company that own the wireless network in Europe must work with Cingular to provide that service. And the company that own the wireless network is not going to do it for free (probably will charge cingular for it). And neither is Cingular going to provide this extra service to you for free.

In short, look at Cingular website for international roaming. They will tell you how much they will charge you to get the international roaming to work. And what you need to do to setup your account to allow international roaming. And how to make phone call when you are aboard and where you can use your phone, etc.

I am also on Cingular and my older brother is in the military in Germany and he receives calls fine but Cingular charges $.99 per minute. I don't know about needing to dial all 10 digits of your phone number to receive a call. you also have to make sure you have an internationally capable phone, some phones don't work in other countries. here's Cingular's website for international roaming.

Your Phone will allow you to make and receive calls anywhere on the planet(Just as long as there is a Repeater Station in range of you and your Cell Phone).
When making calls to other land or mobile lines you may need to add an International prefix to the number.
This Means your Network knows you are calling Internationally

It is possible to receive calls internationally if your phoneline has a roaming service.

Use country code then the phone number you wish to call.

I know that sometimes it depends if your cell phone company has a contract with another company in the country you are going to

No it is going to not yet it is dependant on your provider. some charge for incoming calls the place others (like mine) do not. no count in the event that they are community, community, international.

yes you can make and recieve calls if you have network coverage.. you have to dial the isd/std codes as well..
