I haven't used Pep Boys for a while. Most of the discount chains are now $18.99 to $22.99. Some of the quick lube type service centers around here are about $10.00 higher. The best oil change place we have here , believe it or not is the new Super Wall Mart here. $19.99, includes a safety check, free labor on wiper blade refills, and a complete interior vacuum. You can see every thing they do, the place is clean, and they hustle. Other Wall Marts are not as good, but check yours out. Last time I tried a Pep Boys , years ago, the started my charger with no oil in it. I was not Happy.

At the Ford dealership I work for it's $17.95 for a quick lube oil change service, including 30 point inspection and top off fluids.

Five quarts of oil -- $7.50 approx.
Filter -- $3 approx.
Get some ambition and do it yourself. They will charge you WAY more than this.
